Directions to Access Boathouse Row on May 4, 2024

The below information is relevant only to those coaches, athletes, parents and launch drivers who need to access Boathouse Row on the regatta day. It does not apply to anyone else attending the regatta.

 
Due to road closures for the MS Walk  on March 24,  access to Boathouse Row that Day will be complicated.
 
Kelly Drive will be closed to all traffic and parking from Eakins Oval to Brewery Hill Drive from early morning (like 6am) to approximately 2 pm.
DO NOT PARK ON KELLY DRIVE OR LEAVE YOUR VEHICLE OVERNIGHT. IT WILL BE TOWED.
 
How to get to Boathouse Row:
 
  1. Take I-76 from either the east or west and exit on Girard Ave.
  2. Take Girard Ave to Poplar Drive and make a right on Poplar Drive. (Girard Ave will only have one lane open so expect delays.)
  3. At that point you will encounter a road closure. Tell the officer that you are participating in the regatta. You may be asked to get out of your car to identify yourself. Use your coach pass and/or put a sign in your windshield saying “PSRA Flick Regatta March 24” Do not try to drive around the officer or push through.  The windshield sign will help, but no placard will allow you complete access to the Row. It would be a hood idea to print these directions and have them with you to verify you got them from the Traffic Police.
  4. At the next road block you will not be able to pass. But you will be able to park in this area and walk down to the Row.
  5. For athletes, parents may drop kids off in this area and they can walk down. I suggest kids do not drive themselves and that parents TRY to carpool.
  6. Allow extra time for this.
  7. All officers at Girard and Lemon Hill, Girard and Poplar, and Poplar Dr and Poplar St will have been informed that participants will be allowed through.

Inclement Weather Plan for the 2024 City Championships

In the event of bad weather that will cause a delay during racing that cannot be made up in the schedule, the following will go in effect:

  • Regatta management will decide when to restart the regatta and at what point in the schedule it will restart.
  • The order of events will remain the same
  • If we are unable to run finals, medals will be awarded to all events not run based on the results of the time trials. So tell your kids that those time trials count!
  • If the regatta is restarted we will then change to 4-minute centers so we can run the maximum number of events. We will not use stake boats, only floating starts. Because of the delay, only Gold Medal crews will come to the awards dock. Silver and Bronze Medals will be given to the coaches to present to their crews.

If Saturday racing (time trials) is canceled completely:

  • Time Trials will be held Sunday morning beginning at 8 am.
  • There will be no semifinals. The top six boats will move on to finals Sunday afternoon. If there is not enough time to run all events, only varsity events will be run.
  • The use of stake boats will depend on conditions of the river and available time on Sunday.
  • If Sunday racing is cancelled completely, medals will be awarded based on the results of time trials on Saturday.
  • Regatta management reserves the right to review this plan and make changes if necessary.

We will communicate changes via Regatta Central email and social media. Boathouse Row coaches and other coaches may submit their cell phone numbers to be sure they receive proper notification. In the event of bad weather, coaches are responsible for making an effort to learn about any changes in the schedule.

If the regatta needs to be canceled, we will make very effort to reschedule it. This will depend on the availability of the venue and the cooperation of Fairmount Park as well as the availability of officials and volunteers.Please inform your coaching staff and rowers about this plan.

Information for City Championships May 22

  • We will close down Kelly Drive completely overnight beginning at 7 pm on Saturday after Stotesbury. It would re-open at 6 am for regatta traffic on Sunday. No one will be able to enter after 7 pm on Saturday so if you forget something, it will have to wait until morning or you can walk in.
  • As most of the larger vehicles – boat trailers and food trailers (chuckwagons) will already be there, traffic will not be as congested. Entrants at that point will be in this order: staff, coaches, referees and spectators.  Exact entrance times will be posted later this week.
  • Coaches season passes are still good for this regatta.
  • Spectators have one –time only passes that are dated May 8 and can be used again for May 22. So tell parents to hold on to those passes. If you have thrown away your May passes contact the regatta director. There are afew replacement passes and preference will be given to teams that are volunteering on May 22.
  • Chuckwagons parked on the Drive and boat trailers in the St. Joe’s lot may remain overnight. Security is minimal.
  • Regarding those trailers parked at the Three Angels site: You may leave your trailer there overnight and launch and recover at the Three Angels dock for City Championships. Security is minimal.
  • Tents – If you are bringing your own tent to Stotesbury, you may leave it overnight Saturday for Sunday. Do not relocate it; leave it in the spot assigned by Stotesbury. If you rented a tent for Stotesbury, it will be removed Saturday night and you will have to set up your own tent on Sunday. We suggest you put that tent in your chuckwagon so it is available on Sunday.
  • Tow Vehicles – Chuckwagon Tow vehicles need a PSRA pass to enter on Sunday. Or you may enter to pick up the chuckwagon after 4:30 pm without a pass.
  • Racing begins at 10 am with time trials for all events including those that were in direct finals this past weekend. The lunch break will be at about noon and we will start 45 minutes later for afternoon racing.
  • Medals will be awarded on land.
  • We will livestream all the races even though they are time trials.
  • Remote parking and shuttles will be available for spectators from 8 am to 6 pm.
  • City Championship t-shirts and other gear will be sold at Stotesbury and at City Championships.

DO NOT PARK ON KELLY DRIVE OR LEAVE YOUR VEHICLE OVERNIGHT. IT WILL BE TOWED.

  2. Take Girard Ave to Popular Drive and make a right on Poplar Drive.
  3. At that point you will encounter a road closure. Tell the officer that you are participating in the regatta. You may be asked to get out of your car to identify yourself. Use your coach pass and put a sign in your windshield saying “PSRA Flick Regatta April 24.” Do not try to drive around the officer or push through. Others will just have to say they are part of the regatta. The windshield sign will help.

  5. For athletes, parents may drop kids off in this area and they can walk down. I suggest kids do not drive themselves and that parents TRY to carpool.

  7. For kids weighing in – they can be dropped off at the Strawberry Mansion entrance or taken by a coach but you have to get back on 76 to take the Girard route., I suggest bringing them down in one of your launches.
  8. All officers at Girard and Lemon Hill, Girard and Poplar, and Poplar Dr and Poplar St will have been informed that participants will be allowed through.

  • If Saturday racing (novice and freshmen) is canceled completely, we will not run or reschedule these events this year.
  • Regarding JV and Varsity racing on Sunday: if  racing is delayed, we will run time trials in the afternoon  and medals will be awarded based on the results of the time trials.  If time time trials can be run in the morning but we are unable to run finals, medals will be awarded  based on the results of the time trials. So tell your kids that those time trials count!
  • If the regatta is restarted during sprint racing, we will then change to 4-minute centers so we can run the maximum number of events.
  • Regatta management reserves the right to review this plan and make changes if necessary.

We are excited to announce that we will have a season this year beginning with the April 11 Flick Regatta.  Our dates are now April 11, 18 and 25 with City Championship on May 1 and 2. More information on our COVID19 Mitigation Plan and policies for the 2021 season will go out to coaches and parents this week.

Flick 5 and City Championship are canceled

It is with great regret that we announce that the remainder of the PSRA 2020 season, including the 5th Flick and City Championship, have been canceled due to the devastating outbreak of the Coronavirus.

We won’t use the trite phrase, “This was a hard decision,” because it was not. There is no choice here. This is a serious situation, and although we tried to be optimistic at first, each day brought another pronouncement of the virus’ destructive impact on our society, another extension of school closure in our region, another mandate to stay at home. It became clear that there was no way we could safely hold these regattas even if for some reason the state and local bans on group gatherings were lifted and even if our schools were opened and sports allowed to resume in the next couple of weeks. Currently, most of our member schools are closed through Easter, and we expect those closures to be extended. This is heartbreaking for all of us, most especially our seniors who also face losing their proms, graduation ceremonies and class trips. We will continue to be in contact with our members during these difficult times. Thank you for your support and consideration. Stay healthy and safe, and let’s look forward to a great 2021 spring season.

Flicks 1, 2,3 and 4 are canceled

On the afternoon of March 12, 2020, Philadelphia Mayor Kenney announced that beginning immediately all events with over 1,000 people are banned in the City of Philadelphia for 30 days due to the outbreak of the Coronavirus. This goes through Easter and includes Flicks 2, 3 and 4. In addition, many of our teams and their schools have shut down for several weeks and have been prohibited from practicing and competing, at least temporarily. Sadly, we will not be holding Flicks 1, 2, 3 and 4. Currently, the 5th Flick and City Championship are still on schedule. We are looking into adding a “sixth” Flick, but no decision has been made yet. Please see the announcment below about the First Flick for more details.

The First Flick is canceled

In consideration of the many PSRA schools that are closing today and tomorrow, the suspension of many of our teams’ practices and their ability to participate in competitions, and in accordance with guidelines issued by the City of Philadelphia regarding the evolution of the Coronavirus (COVID-1), we are canceling the First Flick on March 15, 2020. Please know that our permit with the City has not been revoked, and we will be monitoring this situation and reviewing the status of our season on a weekly basis. The City will be issuing directives by the end of this week. More information about the City of Philadelphia’s position on COVID-19 can be found at https://www.phila.gov/services/mental-physical-health/environmental-health-hazards/covid-19/

The health and safety of our athletes, coaches, volunteers, officials and spectators is our first priority, and in light of the current situation, we believe this is the right decision at this time. Please continue to keep us updated on the status of your school and team as many of you have already. Stay healthy and safe.

PSRA Coronavirus Update

The PSRA is closely monitoring all reliable news reports and announcements regarding the continuing evolution of the Coronavirus (COVID-19) in the United States and particularly in the four-state region of membership. The cancellation of any PSRA regattas would be determined by:

  • The City of Philadelphia withdrawing our permit based on a decision to prohibit any large gatherings or events.
  • A majority of PSRA member schools closing and suspending all sports competitions and practices for a significant period of time.

In the case of either of the above happening, all members and guest crews would be notified immediately.

We encourage you to adhere to the following precautions as advised by USRowing and amended by the PSRA:

  1. Every person should adopt the same preventive measures used against the transmission of virus influenza, as Covid-19 follows classical dissemination over airways and is spread by contaminated surfaces.
  2. Hands should be regularly washed with soap and water (30 seconds), then disinfected with an alcoholic disinfectant. This is especially important before meals and snacks.
  3. Athletes, coaches, staff, etc., should attend practice, travel and meetings with clean and dry clothing. Extra clothing should be brought to regattas. Clothes should be washed after practices and competitions.
  4. Rooms in the boathouse should be ventilated regularly.
  5. Cleaning of all facilities and equipment and maintaining hygiene is extremely important. Washrooms, toilets and door handles should be disinfected daily.
  6. It is recommended that individuals carry small bottles of alcoholic disinfectant.
  7. Flu vaccines are recommended.
  8. If an athlete, coach or staff member has symptoms such as coughing, fever or general malaise, they should contact their physician. Do not attend practice and take precaution to self-isolate until evaluated by medical personnel.
  9. While attending regattas, make available wipes and sanitizer. Wipe down equipment and be sure athletes are using the sanitizer. Sick athletes should not attend regattas.

PSRA will hold 3rd Flick on Cooper River in 2019

The PSRA will hold the Third Flick of the 2019 season, scheduled for March 31, on the Cooper River in Camden County. The decision to hold a Flick on the Cooper in 2019 is based on the need for a “trial run” for the PSRA in the event that the Schuylkill River is not suitable as a racing venue in 2020. It is possible that the Schuylkill River could be impacted in 2020 by dredging, frequent flooding, extreme weather, construction projects, unexpected alterations to the venue, and other circumstances beyond our control. The PSRA would like to be prepared if any of these situations do occur; the experience of running one of our regattas on the Cooper River would ensure our preparedness. We chose the Third Flick because it is neither the smallest or largest of our regattas and would be a relatively easy one for us to relocate. More information on parking, tents and other logistics will be available at our annual meeting in January. The boys will row in the morning and weigh in will begin at this regatta.

If you are interested in becoming a USRowing referee, or developing your referee candidate skills, this is for you! 

    • Program: This will be a comprehensive look at the USRowing Referee Candidate process, referee’s roles and assignments, areas for skill development, operating procedures, and Safesport requirements.
    • The ObjectiveContinuing candidates will be prepared to participate in regional regattas. Candidates will be given ongoing assistance in completing requirements for obtaining an USRowing Assistant Referee License. Opportunities for observing and participating in local regattas will be provided.
    • Cost: Absolutely F R E E to those with a genuine interest in officiating! Costs are being subsidized by the Schuylkill Navy, the Philadelphia Scholastic Rowing Association and the Camden County Boathouse.
    • The Day: Classroom presentations – demonstrations / workshop materials and lunch – no charge

PSRA donates $20K to Temple for new dock

The PSRA is proud to announce that it has donated $20,000 to our good friends and neighbors, Temple University Crew. The donation goes towards a beautiful new dock built by Temple and kindly shared by Temple with the entire Philadelphia rowing community. The dock has made a huge difference in the efficiency and safety of launching and recovering boats at our regattas. Thank you Temple! PSRA President receives Illman Award

PSRA President Leslie Pfeil became the 8th woman in 57 years to be presented with Malta Boat Club’s Illman Award for her lifetime contribution to rowing. The Dr. George Morton Illman Award is presented annually to a member of the Philadelphia rowing community whose efforts behind the scenes make rowing events possible along the Schuylkill River. The award was presented on June 25 at a reception at Malta Boat Club.

Road Closures in preparation for the NFL Draft

The NFL Draft will be held on the steps of the Philadelphia Art Museum April 27 to 29. To prepare for this there are construction crews in the vicinity of the museum and several related road closures.The first phase went into effect on April 10 and lasts until May 7. Spring Garden Street westbound is closed at Pennsylvania Avenue, while there where will be fewer lanes around the Eakins Oval and Kelly Drive area. Specifically, drivers will be able to use two lanes from 20th St. to Eakins Oval on the westbound center roadway of Benjamin Franklin Parkway. The left lane of the parkway will be closed from E. Eakins Oval to Spring Garden St. But there will be three travel lanes open at Kelly Drive. Two right lanes of Eakins Oval in front of the Art Museum will be closed. Kelly Drive southbound will lose a lane between 25th St. and Benjamin Franklin Parkway.

Are you interested in becoming a referee?

Regional Referee Academy Workshop: We are planning a classroom workshop to introduce candidates to the duties and procedural responsibilities of a rowing referee. This is a once a year opportunity to get an introduction to the various referee functions that a referees must master. A high level presentation and informal discussions provide a good preview for Candidates looking forward to participating in the 2017 regatta season. Candidates will be able to meet each other, and to interact with experienced instructors and senior referees who are pleased to share their knowledge and experiences.

2016 Registration and Payment Policies For Permanent and Associate Members

Registration

This year all teams will be asked to register on Regatta Central before the season begins. Each team’s head coach will be emailed its own unique link which will take him/her to it’s team page where the coach will be:

  • Asked to provide basic contact information for the coaching staff as well as the ability to edit this information if it changes.
  • Given the opportunity to pay the team’s dues with a credit card online for a convenience fee of $25.
  • Be able to see if the team dues have been paid by someone else. If the team pays by check this will be entered by PSRA staff and can be seen online.
  • This is similar to how entry fees are paid and recorded.

Payment Policies

  • Invoices have been issued to all teams as of Jan. 25, 2016. Let us know if you have not received one.
  • Payment can be by check or by credit card (see above.)
  • All dues are due by April 3, 2016 or a team will be prohibited from entering subsequent PSRA regattas. If your team uses a Purchase Order, it must be in the hands of the PSRA staff no later than April 3.
  • All City Championship entry fees are due no later than May 1, 2016 or your team will not be allowed to compete. If your team uses a Purchase Order, it must be in the hands of the PSRA staff no later than May 1.

The Schuylkill Navy Run will once again be held this Thanksgiving Day, Nov 26 with a start of 9:15 am from Malta Boat Club (Registration ends at 8:30, runners should assemble at 9:00 am).

Held each Thanksgiving Day since 1899 (except during World War II), the  5 5/8 mile run is the oldest cross-country run in the nation and is one of the signature events of the rowing community’s calendar.  In addition to rowers, family (parents, siblings, cousins) and friends are invited to run as “Guests,” giving us an event with a wonderful range of ages from 5-6 to 80+ years.

Also, all those who have rowed from Boathouse Row at some point in their lives routinely return for this special reunion…resulting in a run that features past and future Olympians, some of the most prominent coaches in the sport, etc.

This year,  Lois and George Hines (long-term supporters of the PSRA and Schuylkill Navy community) will again donate a prize for the PSRA High School that captures the overall Girls High School Points Trophy and Boys High School Points Trophy.  In addition, each program will receive a generous grant of $500 and inscription of the school on the perpetual trophy from them for their program.  All PSRA programs (both Permanent and Associate Members) are eligible to compete for these awards.

Traffic and Parking  Advisory  for  May 3 2015  PSRA  City  Championships

● There are important safety and security procedures regarding closure of the race course portion of Kelly Drive on May 3, 2015.

●Temporary police regulation/traffic control will restrict parking/stopping/standing in the Grandstand  Parking Lot and the Canoe Club Parking Lot from 12am through 6am on May 3, 2015.

On May 3, 2015, between the hours of 12:00 am and 6:00 am, the Philadelphia Police will patrol Kelly Drive and any vehicles/trailers  in these areas will be ordered to leave. Vehicles/trailers parked on the grass/sidewalk are illegally parked and may be cited. These vehicles/trailers will be ordered to leave. Any vehicle or trailer left unattended may be cited  by the Philadelphia Police & towed by the Philadelphia Parking Authority.

PSRA will begin entry of vehicles after 6am upon full closure of the affected portion of Kelly Drive.

● Parking passes are currently being mailed to each team. The number of passes for City Championship is less than the number issued for the Flicks series. The Hanging Parking Pass must be displayed hanging from the vehicles rear view mirror. Vehicles  parked without a displayed Hanging Parking Pass may be cited.

● Upon Entry, the Hanging Parking Pass stub will be removed. No Re-Entry is permitted.

Marked school food trailers/chuck wagons and their tow vehicles entering in tandem DO NOT REQUIRE a parking pass for entry. Unmarked food trailers/chuck wagons and their tow vehicles entering in tandem require ONE [1] parking pass for entry. The tow vehicle must remain at the venue or have a parking pass for re-entry if traveling without the marked school food trailer/chuck wagon in tandem.

Boat trailer tow vehicles who choose to depart the venue after initial entry with their boat trailer will be permitted re-entry after 4:30PM without a parking pass. Re-Entry prior to 4:30PM will require a parking pass.

School buses and vans transporting student-athletes do not require a parking pass but must park past the  finish line on the east side of the drive beyond the road curvature. Parking in any other location is  a violation of City parking regulations  and subject to ticketing/towing by the Philadelphia Police and Philadelphia Parking Authority.

Recreation Vehicles are prohibited from parking at the PSRA City Championships in the Grandstand  Parking Lot, Canoe Club Parking Lot and along the Kelly Drive Closure.

Parent Tent locations MAY  be staked-out prior to the City Championship. ONLY stakes and tape may  be used. NO tents may be left at the site. Any items left will be considered abandoned.

●Schools who violate the temporary police regulation traffic control will be sanctioned BY PSRA.
